FORBIDDEN CITY OUTSKIRTS unlocks after the 13th metal mine FEAR FACTORY + finishing the quest asking for 10 journals.

If you end up short on the journals (after completing the metal mines), there are two journals in the already fully cleared (with a green tick) Dragon of water mine LIBRARY OF WISDOM. (could be you have the new version of that mine KNOWLEDGE LIBRARY and then you will not have a problem finding all journals)
