FORBIDDEN CITY OUTSKIRTS unlocks after the 13th metal mine FEAR FACTORY + finishing the quest asking for 10 journals.
If you end up short on the journals (after completing the metal mines), there are two journals in the already fully cleared (with a green tick) Dragon of water mine LIBRARY OF WISDOM. (could be you have the new version of that mine KNOWLEDGE LIBRARY and then you will not have a problem finding all journals)

One journal in a barrel (counts as a tile)
For the other journal you will need to place the 3 white boulders (does not count as a tile and can still be found in a fully cleared mine.

No there is no way to reset a level.
It is not nessesary.

@Rock1948 There are 2 ways to zoom.
First is the browser zoom. Set it to 80-100% (3 dots top right in browser; find zoom)
This will make your camp more visible and also detrmins the view on the map with all the mines.
Second is the zoom inside the game. You do that by scroll the mouse when inside a mine. Try until you find a zoom you like.
